Ministry of Spatial Planning, Urbanism and State Property Announces an International Competition for the Urban and Architectural Conceptual Design for Location 7 – Part B, within the Amendments to the Physical Urban Plan (PUP) of the Capital City of Podgorica
The subject of the Competition is the preparation of an urban and architectural conceptual design for Location 7 – Part B, within the scope of the Amendments to the Physical Urban Plan (PUP) of the Capital City of Podgorica. The total competition area covers 25,503.66 m² and includes parts of cadastral parcels no. 2211/9, 2210/1, 2211/8 and 4312/1, all within Cadastral Municipality Podgorica II.
The objective of the competition is to obtain a highly integrated urban and architectural solution that is in harmony with the river environment and the context of the location, and which will serve as the basis for the preparation of the main design.
Participants are expected to design urban and architectural solutions that provide an integrated architectural, landscape and public space framework, while complying with all requirements specified in the competition brief.
Language of the Competition:
The Competition is announced and conducted in both Montenegrin and English.
Competition Schedule:
The Competition is open from 15 June 2026 to 11 September 2026.
The deadline for submission of competition entries is 11 September 2026 at 12:00 noon (local time in Montenegro).
Hard-copy submissions shall be sent to the Ministry of Spatial Planning, Urbanism and State Property, IV Proleterske No. 19.

Competition results will be published by 09 October 2026.
The Competition Organizer shall, following the Jury’s decision and submission of the Jury Report, publish the Competition results on the official competition website: https://www.gov.me/mdup and www.architecturalcompetitions.me.
Deadline for Questions:
All interested participants may submit questions regarding the Competition until 08 July 2026. All received questions and answers will then be compiled and published on the Ministry’s website https://www.gov.me/mdup and on www.architecturalcompetitions.me no later than 01 August 2026.

All legal entities and individuals meeting the requirements defined in the Competition Announcement and Competition Brief are eligible to participate.
Legal entities and individuals (authors, co-authors, members of the design team, associates, consultants, etc.) with residence or registered offices in Montenegro, as well as those residing or registered in other countries, may participate.
Registration:
No registration is required; participation in the Competition is free of charge.
