The Ministry of Spatial Planning, Urbanism and State Property of Montenegro has announces a National Competition for the Conceptual Architectural Design of the Emergency Medical Services Institute of Montenegro in Podgorica.
SUBJECT AND OBJECTIVE OF THE COMPETITION
The subject of the Competition is the preparation of a conceptual architectural design for the construction of the Emergency Medical Services Institute of Montenegro in Podgorica. The project site comprises of cadastral parcel No. 2215/1 and cadastral parcel No. 2215/12, both within Cadastral Municipality Podgorica II, forming part of Urban Plot (UP) 5, Zone B, as defined by the Detailed Urban Plan “Nova Varoš 2” (Official Gazette of Montenegro – Municipal Regulations, No. 32/18), in the Capital City of Podgorica.
The objective of the Competition is to identify the highest-quality conceptual architectural proposal that will ensure optimal conditions for the provision of emergency medical services through a contemporary architectural approach, efficient spatial organisation, and rational technical and technological solutions.
COMPETITION SCHEDULE
• The Competition opens on 3 June 2026.
• The deadline for submission of entries is 10 September 2026 at 12:00 noon.

ELIGIBILITY
The Competition is open to all legal entities and natural persons who meet the requirements set out in the Competition Announcement and the Competition Brief.
The Competition is open to authors, co-authors, members of design teams, associates, consultants, and other participants whose place of residence or registered office is located in Montenegro. At least one author of the competition entry, whether an individual participant or the leader of a design team, must be a licensed architect authorized to practise in Montenegro.
The author or the design team leader may engage experts from other professional disciplines in order to enhance the quality of the proposed design solution.
Each participant, whether an individual or a team, may submit only one competition entry. Each entry shall contain a single design proposal; alternative proposals will not be considered.
